Pretty words. But he just means no investment money from the Feds. It is German taxpayers that will be taking all the financial risks in loan guarantees. I suppose you can call that "private sector"- it sure as hell is not going to happen on a "commercial basis."
But you better watch the fine print for Canadian taxpayers getting burnt too.
