You're right Gro. And above is the relevant sentence from the NR June 27th. I have no idea why it hasn't happened yet. But the return of loan date is less than 2 weeks away so it's still possible it will occur before then. What steps they have taken in other areas since June 27th are quite positive towards righting the ship though.
