i'd nationalize the entire project, sub the construction and management sole source to enbridge and partners and then sell it back to them/privatize it after its built... you appease the bands by giving them what they always demand... more money.. which is what they are already likely to get with the aboriginal summit... 2 birds with one expensive stone...
