RE:RE:RE:SmallCapPower ArticleThe uplisting idea was first covered by Torrent as part of an alternative to the Founders group proposal.  Near the end of the third last paragraph in this story:

The consolidation proposal was later presented by the company with exchange uplisting as the main reason for it.  Someone else here may have a reference to that?
