Who in their right mind would sign a contract to build tunnels with these guys unless the technology has been proven. And to prove the technology, you would need a working model... And at 40-70 Plasma torches... It would be very pricy. I would turn your attention to a NASA bulletin board which started in 2017 https://forum.nasaspaceflight.com/index.php?topic=42143.20 and which has a lot of discussion pertaining to the use of Plasma torches in tunnelling. Considerations such as geology, power requirements, efficiency. handling of the resulting lava flow, etc.
I am not saying that it cannot be done... But to me, at first glance,it will need a lot of time tinkering to make it happen... And deep pockets.
