There are other things at play, a freaking deadly virus and an important election. The Clients might have to adjust their entire way of doing business because of that. Oh, that's right, many, many companies out there are forced to do just that.
And as for building those damn torches, who gives a flying Fu(k how long they take to build as long as the contract is signed?? That is of absolute zero importance.
In this world we are in, how can you NOT expect delays? If you have not noticed, the world is on lockdown, companies are losing money, a depression looming. Of course things won't happen fast. Even a twelve year old understands that. PYR and its clients are not some kind of super human entity that is above all things happening around the world.
