I would like to point out a case to be made for the government delays.
Many of us for quite some time have concluded that torch client A is likely VALE. Let's assume for this discussion that VALE is in fact client A. (If not Vale, than a company similar in size).
VALE is raking in roughly $3.5 BILLION USD in earnings each year. This is not a small company, and they have some serious cash, especially in today's environment.
If VALE decided to delay an operation such as torch upgrades due to waiting for government monies and subsidies, it would mean that the value of those subsidies and monies would be quite significant,
Think about that for a second....

This is incredibly positive.
No, not as good as it being done tomorrow at the same rate, but even a pessimist like myself can see this as a positive.
