Hydrocarbon bill passed after one night of debateBill 106, which regulates the exploitation of hydrocarbons, was adopted by the elected members of the National Assembly of Quebec after a night of debate that ended the parliamentary work until February. The government of Philippe Couillard imposed the gag to force the adoption of the voluminous bill of a few hundred articles. The Liberals believed that the 140 hours of study in parliamentary committee were enough to put in place the province's 2030 energy policy, despite the reluctance of the opposition. During the night, MPs from the Parti Qubcois and the Coalition avenir Qubec discussed it with the Minister of Natural Resources, Pierre Arcand, in Committee of the Whole. No member for Qubec solidaire was present at the time. Debates resumed after a two-hour break with the vote on the various amendments proposed overnight, and then the bill was put to the final vote at 4:44. In the end, 62 Members voted for, 38 against. There was no abstention.
