If that were the case, then the rate card would be for all those licenses.  The 4g rate card only included Doro and Samsung.  

In my discussion with them, the 3G portfolio is well licensed.  The 4g portfolio remained virgin.  As the case law changed and the licensing approach had to as well.  The old practice of early licensing discounts were used against NPEs, so now it is all back end loaded.  You get the court order license rate and then you license the rest with it.
