I was just reading the last purchases insiders made. which were at on Feb 22. They all opted to buy their stock options as they became avaiable for 1.10 even though the closing price for that day Feb 22 was 1.08. Post bid period finished Feb 10.

Since they are on a blackout period, they cannot buy shares on the open market due this being illegal. However, they can buy they stock options.  I wonder what motivation is there to buy their own stock options at 1.10 when it would be a loss at current market prices. Simple they already received all the offers for Rock Assets and this offer is way higher than their 1.10 share purchase.
I'm not the only person who saw this, since as soon as this info became available, the stock jumped to 1.78, but there was no announcement. after that it's been going down.

Give it time. It takes time to close this kind of deals. There might be a deadline  and as i mentioned if you were a rock director/CEO you would pretty much want to keep your job till the last day to probably see a higher offer and get paid while waiting.

I'm thinking of adding more next friday.

Cheers,
