The regulations and expectations of operating mines must be realistic.  Yes, there are immediate and long-term negative environmental impacts.  Site restoration takes decades to acheive similar adjacent land use.  

Proper regulations, knowledgeable government personnel, planning, permitting, inspection, compliance, fines, closure bonding and continued monitoring and maintenance is just part of the process and overall effort.
