Perhaps they could donate some suitable buildings to

charirty like the Salvation Army who would then convert to residential for the homeless. SOT would then get tax receipt based on assessed value which they could pass to unit holders or would have value in a merger. Should a mortgage exist Salvation Army could team with mortgage holder and govt. agency + builder to bring to fruition.
