At $4 I think it is worth considering. The numbers I provided were for 2018. If we use 2019 numbers and apply similae multiples, SP shall be $17 or higher. In fact RJ had a their target price at $24.
One other that they warned about was liquidity, company is 62% owned by ARC financial. But the 
bottome line is that the stock is deeply undervalued! Furthermore, Q4 & Q1 are typically the time when things pickup in Canada and hopefully it will be the time when the US business become fully integrated.  With 66 M shares out, they could easily implement dividend and pay debt down with their free cash flow
