You're playing with some wrong facts here. There was a small local herders protest and was actually in 2018 and did NOT affect production. The protest was during the construction phase of the build.
The 2019 delay was due to the government taking a long time to issue the cyanide permit. The plant as I recall was ready to go in July of 2019...by the time the permit was issued in December, Covid began to rear its head, especially in Asia... which then slowed down mines around the world.
