AMLO's new Mexican 340kbpd Olmeca refinery will be starting up, allowing Mexico to become more energy independent, to process their own heavy crude instead of sending it to the USGC, and then buying it back as gasoline.

This is one reason WCS differentials are tightening at the moment, as the Gulf refiners anticipate the loss of a significant supply of Mexican heavy oil.

Good for Canadian heavy oil producers shipping to the gulf.

Question is, if they lost a gasoline customer, where will the excess USGC gasoline go then?
