I posted quite some time ago that I don't own shares in TSLA or any of the car companies for the very reasons that you mention.

My approach as mentioned in numerous posts is to assume that Governments will screw up and create problems and companies with solutions to these problems will make a lot of money.  This ranges from the private company that I have spoken about to big companies like WM and GFL in the waste management/biogas business. There also others but I will leave it there cause I think most people here will get the idea.

Another underlying theme in all this is to shun investing in companies which rely heavily on Government assistance - PLUG in the US is a great example and conversely companies in a business that the Government is ganging up on - oil/SU is an example.
