OK...lets do it this way...
1. Contracting out, work scheduling and manditory overtime issues go to binding arbitration. It should be a panel of 3 arbitrators, Red, myself, and a third party Red and I agree on.....
2. The TWU puts the remaining items in the offer up for a vote..
