I looked into that a few weeks back because it surprised me too, and my conclusion was: it's a liquidity problem.
Not enough sellers at many points in time means the Market Makers have to step in to provide liquidity, which means temporarily selling short to fullfill transactions instantly while they proceed to locate shares to cover a few hours later.
So if you will, it rather indicates a mild buying interest, with few and far between sellers. So that's rather a positive indicator.
Long term short interest is indeed growing a bit of late, but is still in the low single digit, so nothing to be concerned about.
