Looks like the PR shook things loose a little. Maybe a little pre-approval pop and some speculate that the permit is getting closer. The logic is that the PA is a precursor to the permit and would not have been issued unless the permit is coming. These markets are weird. I half expect a pop and drop upon the permit being issued, kinda like NVDA did last week on
