Has recommended this before. He view them as a manufacturer: TVE buys a field, then develops it by water-flooding it for years, which results in a nice flow and lower decline rates. Pumping gets oil to the ground. TVE remains under the radar as foreigners overlook small/mid-cap energy names. He's happy to own this.
