The Heritage (previously Petrotrin) component, is well explained in Minister Young's recent presentation to parliment.

Meaning, Trinidad & Tobago had a long time to come to grips with multi-nationals working and contributing (or not), to the Trini economy.

When a company makes a gas discovery in 2019 and blames slow pace to production on a twenty year regulatory approval gap, yet still enters a pseudo JV with NGC, we might get the impression that at ~$US2.50 NGC is the only route to monitization.
