Right now I see at worst an equal probability of the stock going up on news as down, although I happen to believe the upside at these levels outweighs the down. So it's undervalued, and with CM day as a catalyst the markets are more likely to price that in, in the near term.
I'd say the surveillance demand argument isn't limited to the middle east as European countries have a growing interest in EO within their own borders.
