MNZTRYou appear to have some knowledge of oil sands issues but  it's only superficial.  Let me provide you with important details that you are probably unaware of. 

1)Bitumen has minimum toxicity because it's a parafin (saturated bonds).  It is basically an Asphaltene which is extensively used for road repair and construction.  Have you noticed anyone collapsing when driving through freshly surfaced roads? BC consumes about 100,000 BPD during summer.
2) What is more toxic is the diluent added to Bitumen to produce Dil-Bit. There are two types of diluent, Aromatic (unsaturted bonds and parafinic). NE BC produces all Aromatic diluent and this used to blend with the heavy oil sent through TMX pipeline to Vancouver, and is signidficantly more toxic.  Dil-Bit is a stable solution and does not decompose easily.  It floats and can be cleaned up- it looks bad. Alberta has BC over a barrel, if it wants to kill all NE BC (Montenay etc.) and the recently approved large LNG export facility,because of its toxicity. They only have to stop importation for blending and replace it with US condensate, which currently provides the bulk of diluent demand.  The economics for the NE BC gas developments   comes from its bountiful liquids content called gas condensate which used as diluent.
3) Alberta would love to refine more heay oil but ia secverly limikted by water supplies.  It considered dryland.  Virtually all large refineries are located on/near large bodies of water. An excellent project was proposed by Black which looked at erecting a world scale refinry at Kitimat for export of mogas and diesel.  This what the rest of the world does, but BC environmental opposition would be so intense that Trudeau killed along with the Northern Gateway corridor.
