Hrattle - Carmacks Copper (at the time a project owned by Western Copper, now owned by Copper North) was cleared by YESAB, but failed at the water license stage. See Yukon News article for some background:

As per VIT website, after YESAB green lights the Eagle project, VIT then applies to the Yukon Government for a Quartz Mining Licence and the Yukon Water Board for a Water LIcence. The Quartz licence will be a slam dunk. The Water Licence is more involved and takes more time. While the Water Licence will not be as much of a sure thing as the Quartz Licence, Eagle Gold is not Carmacks Copper (different, less risky leaching technology for gold versus copper, and VIT has done its homework with First Nations). The Water Licence should be granted. Though there could be unforeseen delays and issues, you never know.
