Folks.... got to think political not economic here (supply and demand),,,, A sanction that isn't a sanction offers perfect political cover for the political class and purpose here... virtue signaling.... remember - the political opposite would be to state outright that "We are addicted to Russian energy and we CAN'T get off the drug... there is NO cure... except green energy in 20 years". 20 years is 20 lifetimes to an addict.
