BTW I've been to Costa Rica and " safe " is a relative term. We were told not to be alone at night , especially driving . I've never gotten that warning in Canada . The immigrants from more violent countries are not as nice as the locals anymore. I had a horrendous experience in Tamarindo where you step out of your hotel you are bombarded every minute by vendors. You have to pretend youre sleeping on the beach to ward them off . I'm sure there are better experiences but I am never going back . Worst vacation ever. When I hear people say " oh man Mexico is great , blah blah" I cringe . That would be the last place I'd live in retirement . You shouldnt have to worry where youre travelling to avoid getting shot or kidnapped . I dont care how cheap it is to live there . There's always a reason a place is cheap.
