Here is my prediction:

I suspect that Tweed/LP's will get their wish for an interim mail order LP distribution system so that we can launch Legalization "Phase 1" before 2016 is through.

Legalization Phase 2 (prior to end of 2017) will include a tightly regulated dispensory format that is similar, but separate, from the Liquor Stores. Perhaps a limited number of 'other' licensed, tightly regulated dispensories will be eligible to operate if their municipality is in agreement, i.e. Vancouver.

If we wait to allow for a dispensory model, this will take years as there is so much to be figured out/approved/licensed.

This is just my opinion and the vibe I am getting, but makes perfect sense to me!
