Even if Willy Nelson gets voted in he wouldn't be able to get legalization federally in the US of A. They are literally the united states. Meaning the feds can't force legality anymore than prohibition.
Each state will need to individually vote it in. I would suspect only at aroung 2/3 or so do you hear the feds change tune. I can see this taking up to 10 years.
Even withing legal mj states counties can over ride the legality. Dats 'merica! To see the extreme on the rights of the state look into Texas. They are just enough American to be American but can leave with a news letter and 30 days notice. They very much just decided to put a toe in to see if they liked it. They are the lone start state for sure! Sh!t is more literal down there than you would think.
