Part of the idea behind the decriminalization of cannabis was that the vast majority of youth had tried cannabis and had access to it. Part of the idea was to decrease the size of the black market through decriminalization. If you actual read to laws you would notice parents are also to keep their cannabis in a locked box or secured location. To say, "the government is allow children access to marijuana" is a direct statement I would expect from a complete idiot.
