Because it's kind of a nonsense news release. Literally any business can open up a Microsoft Azure account and use Microsoft Cloud, AI, etc. If you're big enough, you can open an enterprise account, get a few dedicated reps and call it a "parternship with Microsoft", which is what it seems has been done here.
