bcsc - I totally concur with your assessment about a liquidity issue being addressed.

Living in Canada, to purchase this issue cost me an additional 1.9% conversion fee to the bank.  The same applies when you place a sell order and elect to convert back to CDN funds.  

Down approx. 4% before you get off the ground.  That being said, I noted a few weeks back that the chart on this issue was quite strong.  Thus I made one of my rare U.S. fund purchases.
