Still not answer my question:

Does KRN have any official technical report to verify and confirm the sufficient groundwater. If no, why?

Anyway, here is the statement from KRN EIS approval desicion, you can go and check:

According to the agency responsible for the provincial water resource, Water Security Agency, there is likely adequate supply in the Manville – Blairmore Formation for the demand created by the Development. Use of this brackish groundwater source for process water is preferable to using a fresh water source. However, because the water source is critical to the operation of the mine, the Proponent will be required, prior to major construction, to conduct yield testing on the Manville to confirm that there is adequate water for processing requirements. Additionally, injection capacity testing will be required in order to confirm the use of the Deadwood Formation as a disposal site for excess brine. Should the yield and/or capacity testing indicate alternative water source or disposal sites are required, the Proponent will need to submit a proposal to change the approved development and ministerial approval will be required for the change. These requirements are reflected in the conditions of this approval.
