1. Western's ideal time to sell is BEFORE the economy collapses.
2. The economy is now halfway to Recession.
3. Rio, now 30 months into its DD evaluation, STILL hasn't pulled the trigger. 30 months, and still not good enough info to say YES.
4. No one embarks on mega projects, of any kind, during a recession. Rio much more likely to take a "wait & see for a couple years" approach. All majors say the same.
5. Western tries to permit alone, share count increases to 200-225m as costs mount.
6. New target: $.30
