I thought they'd have done it by now, too.

They seem to be playing the long game here.
Bought more stock back, under 14 million out there now.
Payed down the pension fund, I believe only 6 million left?
It was a bad last quarter, they have to bend the revenue in the right direction. This may take a few more quarters. 
In May they will probably bump the dividend up by 5 cents/quarter. 
I'm surprised the stock is valued this low, especially after the buybacks. Good time to pick some up, if you have the funds.
I don't expect anything to happen till sometime next year. I'm being patient and in the meantime collecting a good dividend.
Y has great income and no debt, except for what is owed to the pension fund.
