They didn't say they did not need cash. They said they don't need cash to execute their current plan. This gives flexibility and reduces current net debt.

you can think what ever you want the bottom line is they have no money and the sales suck for various reasons ;; they needed cash and fast excpet from what i see it has backfired and badly ;;;;;

Don't forget it also gives insiders an opportunity to load up at a ridiculously low price. It would be interesting to know if back when they were selling shares for over a dollar whether or not not they knew they were gonna be doing this rights offering. My educated guess is, most deffinetly.
