The one thing i can always be sure about in this world. Is most listen to their own. Cops with cops, judges with judges, agency with agency, tribe with tribe. Its doesnt always happen but 99 percent of the time it will. Whatever those DEA former heads wrote to the current will have the lasting impact on the mind of the DEA. It will take outside pressure to be overwhelming and I hope it does
