Welcome to the world of JV's! If someone needs to JV with Tara (i.e., they can't do a project themselves), it is because they do not have the money (or access to it), or the ability (acumen, resources, where-with-all, ... whatever) all by themselves. They are, by default then, not usually going to be at the very high end of the spectrum amongst business dealers in "reliability and reputation". It is a (hhmmm? ...the?) central risk in Tara's business model/strategy. I am not saying it can't and won't work; just that expectations on likely/prospective JV partners should be constrained (restrained?).
