Echo, I wouldn't expect you to have an understanding of how insitutional investing works just as you understand medicine much better than me. TOS is not a liquid stock. Often, institutions will walk away from a name if they cannot get stock. This guy was trying to buy a block for the last few days, was getting frustrated, and I finally got him to pay up. After he got his first block in, he was now "invested in the name" and was now more apt to continue buying in the open market (which he did to the tune of another 400,000 shares). So at the end of the day, I was able to bring in a new institutional buyer who will continue to buy.
