i think there was some short action after we hit .29 and its trying to shake out with a bit of a gain without getting burnt.. thats what the level 2 hints at anyways.

simply put, just needs some buying pressure and it will pop over .30. its just being held back by people playing the sell during lower volume periods after it runs up.
