Just scan through the deals, and it becomes obvious how much money is being thrown at crappy ideas. Diagnos has a valuation of $20m, but is so much more mature than these startups.. it already has millions of revenue, operates in 15 countries, and could soon be doing tens of millions in sales (if Mexico does a national program)...
The most interesting company from those list is Imagen Technologies, which plans to "create a world without diagnostic errors by improving image reading.".. The company hasn't done anything yet (no business plan, no product, no nothing), and it already raised $14m:

It's hard to see how Diagos could trade for so little when you compare it to what else is out there..
