He is just waiting for the right moment to jump back in without tying up dead capital, as I recall he was a shareholder a while back, and will be in the future.
By sitting out and waiting you introduce the risk of being left out. A HALT can come at anytime when the news is announced. If you haven't purchased by the time the HALT hits, you'll be kicking yourself.
