No its not. Its not even close.
Tupi and Carioca in Brazil are estimated to contain 5-8 & 10-40 BBO recoverable.
3 BBO is only what you've heard or want people to think is the largest target.
There are lots of targets offshore all around the world that are 1-3 BBO targets. Not so much on land, outside of the Middle East. But most investors don't hear about them b/c only the majors drill them. Whats another 1BBO oil field to ExxonMobil? Its a rounding error to them. But there are tons of them around.
