Precisely! You have to keep in mind that most traders don't place an order on level 2 screen and just wait for it to be hit. They wait and execute at their own discretion so you won't see those orders on level 2 unless the current price is in their target range. Also another big thing is iceberg orders. These are hidden from you. So even though it may look there is only 2000 shares at 55 cents, but as soon as those 2000 shares are executed, another 2000 appears from the same entity until his total amount has been filled.
