FPRC Leader Asks For Truce And Peace In Ndele/Birao

THE 1st VICE-PRESIDENT,

In view of the interview with HE Mr. Matias Bertino MATONDO, Special Representative of the President of the African Union Commission, Head of MISAC, Guarantor of the APPR-RCA; HE Mr. Adolphe NAHAYO, Representative of the Secretary General of the Economic Community of Central African States (CeEaC), Guarantor of the APPR-RCA; and HE Mr. Abdoul Raouf Ali Amir, Ambassador Extraordinary and Plenipotentiary of Sudan to Bangui, from February 2 to 2020;

Considering that the FPRC is determined to act in good faith for the implementation of the APPR-RCA so that the security of people and property is ensured and for a lasting peace, effective and entrenched national reconciliation and political stability;

Considering that the APPR-RCA constitutes a hope for a viable outcome towards peace and, therefore, an opportunity that must be seized by all actors committed to peace in the Central African Republic;

Given the dire humanitarian situation in which are immersed IDPs since 1 st September 2019;

DECLARED

A thirty-day (30-day) ceasefire and the immediate, complete and irrevocable cessation of hostilities and all forms of armed violence from the date of signature of this declaration.

During the truce, a meeting will be organized, in N'dl, between the Sultan of N'dl and the Sultan-mayor of Birao, as well as the Representatives of the ethnic groups involved in belligerency.

The availability of the FPRC to cooperate with MINUSCA in its primary mission of protecting civilians, particularly the internally displaced persons (IDPs) from Birao.

REQUEST

At MINUSCA, create the security conditions necessary to put an end to the attacks on internally displaced persons (IDPs), to humanitarian infrastructures and which favor the return of IDPs to their villages and neighborhoods of origin.

It is for the international community to ensure, in accordance with article 35 of the APPR-RCA, that this declaration which commits all the entities engaged in belligerency in Birao is respected.
