In your summary you have said "This may be a FDA positive announcement type move should permit be granted". The word should conveys some doubt (understandable as nothing is certain except death). I don't believe this property is in protected forested area like Miwah. Is there is any other issue that you perceive could be a problem for the government issuing the permit? 

Pardom my ignorance but what does the acronym FDA stand for?
