BlackRock Municipal Income Trust (the Fund) is a diversified closed-end management investment company. The Fund's investment objective is to provide current income exempt from federal income taxes. Under normal market conditions, the Fund invests at least 80% of its managed assets in investments the income from which is exempt from federal income tax (except that the interest may be subject to the alternative minimum tax). The Fund may invest directly in securities or synthetically through the use of derivatives. The Fund's investment policies provide that it invests at least 80% of its total assets in investment grade quality municipal obligations issued by or on behalf of states, territories and possessions of the United States and their political subdivisions, agencies or instrumentalities, each of which pays interest that, in the opinion of bond counsel to the issuer, is excludable from gross income for federal income tax purposes. Its investment adviser is BlackRock Advisors, LLC.

Can you clarify what you are trying to say ? Not sure what your issue is. Firstly the board grants options , the CEO does not give options to himself. Secondly of course he pockets the money if the  S / P  goes up, if the  S P does nothing then the options are a mute source of potential and amt. to  nothing ( thats the risk )  but the usual case is options are granted by the board to  reward insiders at a point in time  for what they feel the future will bring.  I guess he could have gone out and bought on the open mkt. also but this financial system allows for options to be granted as a reward to insiders for their good mgmt.   ( if the options had been granted at a price substantially below the present price ) then that would be a gift without risk but thats not the case , so what the beef you have ? 

When you see him exercising those opitions that's a sign  that it might not be a bad idea and

There were also two acquisitions of common shares in the public market but nothing to brag about.
