BlackRock Municipal Income Trust (the Fund) is a diversified closed-end management investment company. The Fund's investment objective is to provide current income exempt from federal income taxes. Under normal market conditions, the Fund invests at least 80% of its managed assets in investments the income from which is exempt from federal income tax (except that the interest may be subject to the alternative minimum tax). The Fund may invest directly in securities or synthetically through the use of derivatives. The Fund's investment policies provide that it invests at least 80% of its total assets in investment grade quality municipal obligations issued by or on behalf of states, territories and possessions of the United States and their political subdivisions, agencies or instrumentalities, each of which pays interest that, in the opinion of bond counsel to the issuer, is excludable from gross income for federal income tax purposes. Its investment adviser is BlackRock Advisors, LLC.

Majority rules and the US Fed is going to be pushed into progressing Cannabis if they don't want to be left behind by individual states.  The recent legal push by lawmakers is also going to be a factor as well. 

You have to consider that there is a lot of money on the line here.  Companies such a Constellation Brands (Canopy) and Molson Coors (HEXO) have invested both a lot of time and money into the sector.  As I am sure they did not do that without a long term vision in mind they are likely coming to the end of where their patience actually lies and will start becoming bigger advocates for legalization in order to see the returns they expected would already be seen.

There is also a political motivation to get things moving.  The US Economy will benefit from additional tax dollars, job creation and lower crime rates with legalization.  Those points are all fine and dandy however the GOP will likely want to take the "carrot" of legalization away from the Dems that could be used to win votes in the next US Presidental Election.

Whatever happens at the state level is independent of what happens at the federal level. The reality is that the Republican party is dead set against legalization. Right now they control the house of representative in Washington, so until 2025, the next election that might change which party is in control, nothing will be done regarding that issue. 

On another issue: 70% of Americans are in favor of gun control, polls after polls show that much, but nothing is done in Washington as the Republican party has successfully blocked any legislation on that. So if you have a magic ball that can change the minds of a certain number of Republican senators,  well good luck to that...
