Let's say BONE comes up with a $4M drill program for Piskanja.
If Osmose owns 20% of Piskanja then their contribution to this program would be $800K.
If Osmose owns 45% of Piskanja, their contribution goes up to $1.8M. 
It's that extra $1M that's in play.
That's how I read it anyways.

As for Jarandol, from that NR:
  • The Jarandol license covers 20.97 square kilometers, is valid until February 2022, and is extendible thereafter for up to 8 years in total, subject to certain conditions.
No exploration work has been done by KOP/BONE.  Exploration work was certainly part of the conditions to keep the license in good standing. But it wouldn't be the first time that I'd be surprised iby a different outcome than what's in the Serbian mining law.

Just apply for the expoitation field license.
