Simple answer: Insider hold millions of shares, often bought by low pps. Why shall microcap insider buy some thousands shares if they already hold millions ?

I hold a bunch of shares of CDO....why shall I buy another 100.000 shares? Why shall I put all my eggs into one basket..... if this basket is full already? If you have 50.000 shares, accumulation might make sense. It is a difference to hold 60.000 insteed of 50.000....but IMthere is not much differnece to hold 1.5 million to hold 1.55 million.

Additional, also insider are involved in several investments. Shareholder often forget this as they want to see the shareprice going up by insider buying LOL.....understandable, but unrealistic.
