France's Bolloré has pulled ahead in the race to develop Bolivia's lithium reserves, submitting a plan to the Bolivian government , presumably with a business model aimed at strengthening Bolivia's role in the future of the hybrid car.

French conglomerate Bolloré has submitted a plan to the Bolivian Government to develop one of the world's largest lithium deposits in the Lake Uyuni Salt Flats.
Development of that deposit would not only have a global impact on the development of hybrid cars, but could establish Bolivia as a country that produces technology.
Money collected from lithium mining may also improve the wellbeing of the Bolivian people.
Hugo Miranda, the president of Bolivia's Corporacion Minera de Bolivia, told the official Bolivian news agency ABI, "The French company Bolloré is prepared to industrialize the lithium (and) has come with a new proposal, but we're going to analyze it step by step.
